The King of Saudi Arabia Salman bin Abdulaziz Al Saud arrived in Beijing Wednesday for a state visit which will last until Saturday. The key mission of the king's visit to China is to establish a linkage between the "Saudi Vision 2030" strategy and China's One Belt and One Road Initiative.
沙烏地阿拉伯王國國王薩勒曼於15日抵達北京，對中國進行國事訪問，訪問將持續至18日。沙特國王此行的重要目的是在"沙特2030願景"戰略與中國的"一帶一路"倡議之間建立對接。

➤在一家永旺超市，一款外包裝標注原材料為日本北海道產大米的白米飯，揭開中文標籤後真實產地竟然是核污染區的日本新瀉縣。深圳市有棵樹旗下的深圳海豚跨境科技有限公司，為國內眾多的電商提供貨源。在其網上商城，記者看到了國內禁售的來自日本核污染地區的卡樂比麥片(Calbee cereal)。
➤無印良品公司16日針對該事件發聲明稱，公司未進口及銷售任何中國政府明令禁止的日本核污染影響區域的食品(the firm was not importing or selling any food products from nuclear-contaminated areas in Japan that are banned by the Chinese government)，此次引起誤解(misunderstanding)的原因是其銷售的進口食品的日文標識資訊為其母公司名稱及其法定註冊地址(registered address)，而非所售進口食品的產地。當天，上海出入境檢驗檢疫局(Shanghai Entry-Exit Inspection and Quarantine Bureau)回應稱，經核查無印良品(上海)商業有限公司的進口記錄(import records)，未發現有來自於日本核輻射地區的產品。
➤其他遭點名批評(be named and shamed)的還有：耐克進行誤導性宣傳(misleading promotion)，稱Hyperdunk 2008 FTB籃球鞋後跟帶有zoom air氣墊(air cushion)，實物卻沒有氣墊。互動百科成最大虛假廣告(false advertising)"垃圾站"，只要花4800元錢就可以開通"百科詞條認領"服務。鄭州科視魔爪伸進幾百所學校危害13萬孩子眼睛，這支無資質、無醫學背景、無認證(with no qualification, medical background or verification)的"三無體檢隊"還獲取了學生的個人資訊。江蘇遠方中匯等企業被曝飼料(fodder/feed)中違規加入藥物添加劑(medicated additive)，使飼養的動物傻吃酣睡猛長，人食用帶抗生素(antibiotics)的肉後或產生"耐藥性"(develop resistance to drugs)。

美聯儲加息之後，中國央行16日上調了兩項公開市場操作工具的利率。
➤美國聯邦儲備委員會15日上調利率(raise interest rates)後，中國人民銀行發佈公告稱，逆回購(reverse repo)操作和中期借貸便利(medium-term lending facility, MLF)中標利率各上行10個基點。但央行強調，公開市場操作(open market operation)中標利率上行不等同於加息(cannot be equated with interest rate hikes)，也不能被解讀為對審慎貨幣政策的偏離(cannot be interpreted as a shift away from prudent monetary policy)。
➤分析人士稱，央行上調短期利率(raise short-term interest rates)的舉動反映了我國仍希望通過公開市場溫和去杠杆(moderate de-leverage)，穩定利差(keep a stable interest rate spread)，從而抵禦金融風險(fend off financial risks)。與上調基準利率(increase benchmark interest rates)相比，公開市場操作等措施將在未來被更多地使用。上調基準利率會對經濟復蘇造成更大壓力(put higher pressure on the recovery of the economy)，因為企業從銀行貸款的成本更高，而公開市場操作則不會造成這一問題。

Chinese universities are ranked second and third in the latest Times Higher Education Asia University Rankings, which was published on Thursday. Peking University took second for the second year running, while Tsinghua University climbed two places to third.
《泰晤士高等教育》專刊16日發佈的最新亞洲高校排名中，第二、三位均為中國高校。北京大學連續兩年排名第二，清華大學的排名則上升兩位至第三。
➤《泰晤士高等教育》往年都在6月發佈亞洲大學排名，今年提前一季度公佈。排名綜合考慮了教學(teaching)、研究(research)、論文引用(paper citation)、國際表現(international outlook)等績效指標。本次排名的入圍高校數量由去年的200所增至300所(the rankings have been expanded to include 300 universities, up from 200 institutions last year)，這意味著有更多亞洲國家有潛力跟上(have the potential to follow in the footsteps of)中國、新加坡、日本、韓國等亞洲高等教育強國(Asian higher education powerhouses)的步伐。
➤新加坡國立大學(National University of Singapore)連續兩年(for two consecutive years)蟬聯亞洲高校排名榜首。新加坡南洋理工大學(Nanyang Technological University)居第4，香港大學(University of Hong Kong)排名第5。整體來看，日本是入圍高校數量最多的國家，共有69所高校榜上有名(overall, the most-represented nation in the rankings is Japan, with 69 institutions)。中國內地高校成績矚目，共54所內地高校入圍，其中，中國科學技術大學位列第15，復旦大學位列第16，上海交通大學位列第18，浙江大學位列第19。

➤16日，ofo與螞蟻金服旗下的芝麻信用宣佈達成戰略合作(strategic cooperation)，凡ofo的上海用戶，只要芝麻信用分在650以上，無需交納99元押金，即可享受ofo的共用單車服務(bike-sharing service)。這意味著ofo將嘗試告別"押金模式"，推行"信用模式"。需注意的是，用戶註冊ofo帳戶的手機號碼必須與支付寶帳戶的手機號碼保持一致，才能完成免押金(waive the deposit)的信用授權。
➤ofo聯合創始人張巳丁表示，押金是共用單車行業發展初期的必然產物(deposits are inevitable during the nascent phase of the bike-sharing sector)，ofo一直有意推動整個共用單車行業的規範和發展，接入信用免押金(credit-based deposit waiver)是共用單車下一階段的新模式，會成為共用單車行業的新標配。芝麻信用總經理胡滔表示，此舉還有助於追蹤用戶行為(track user behaviors)，防止盜竊和毀損等問題(prevent problems like theft and vandalism)。目前，除了ofo外，還有4個品牌也已經採用了刷信用"免押金租自行車(rent bikes deposit-free)"的模式，分別是永安行、優拜、騎唄和北京公共自行車(public bicycle)。

➤脫歐法案(Brexit bill)的官方名稱是"歐盟(通知退出)法案"(European Union (Notification of Withdrawal) Bill)，於13日被英國議院批准通過。英國下議院議長(speaker of the House of Commons)約翰·伯科16日宣佈，女王已經禦准該法案(give royal assent to the bill)。禦准指英國君主對議會議案的批准，作名詞時對應的英文是royal assent，作動詞時可用give/grant royal assent表達，獲得禦準則可以用receive royal assent。根據相關規定，英首相梅在獲得女王授權後即可啟動脫歐程式，開始與歐盟進行為期兩年的脫歐談判(Brexit talks)。

➤按照歐盟法律，一旦英國觸發《里斯本條約》第50條(trigger Article 50 of the Lisbon Treaty)、正式開啟脫歐程式，英國應在2019年初完成與歐盟其他27個成員國的談判；如需延長談判時間，必須得到所有成員國的一致同意(require unanimity among all member states)。如果兩年內不能達成任何協議，並且無法通過延期的話，英國將自動脫離歐盟，現存的一切相關協議將不再對英國有效。
