I think he's pretty much the best "two way" big man to have played the game.
Prime Shaq is probably the third most dominant player ever but I just don't know if I'd want to put up with his shit and laziness and I think Hakeem was more consistent throughout his career. That said Shaq and probably a few others are totally justifiable choices
