馬克龍挖走美國頂尖氣候專家，第一批18人

今年， 隨著美國總統特朗普對環境科學越發地不支持， 法國新上任的馬克龍總統卻在做著相反動作。 後者大力吸引國際氣候學者， 加入法國， 為地球做出貢獻。 12月11日， 法國宣佈， 其“Make Our Planet Great Again”倡議已經收穫第一批成果：招募了18位頂尖氣候科學家。 其中包括2007年因對IPCC的貢獻榮獲諾貝爾和平獎的Camille Parmesan教授。

早在6月， 就在特朗普宣佈美國退出《巴黎協定》僅僅幾個小時後， 法國總統馬克龍就大膽地向被潑了冷水的美國科學家發出邀請， 並提出“Make Our Planet Great Again”的口號。

一周之後， 法國政府專門設立網站， 給出具體扶持計畫：引進約50名高水準外國氣候科學家， 為每人提供3-5年約合150萬歐元的資金支持， 幫助他們到法國工作。 總體來說， 該項目提供了6000萬歐元的直接資助， 還有其他實物支持。

英雄帖發出後， 陸續有超過1800名學者表示出興趣， 其中450人符合標準， 255人提交了申請。 共有90人受邀提供與法國機構的合作提案。 法國國家研究機構（ANR）最終收到了57份提案， 並交給由Tyndall Centre主席Le Quéré主導、90位科學家參與的國際專家組進行審核。 據悉， 這些提案“涉及尖端領域， 極具品質”。

入選的18人， 很多目前都在美國的學術機構或隸屬聯邦政府的實驗室工作。 另外還有在加拿大、印度和歐洲工作的學者。

來自德克薩斯州， 目前就職于英國普利茅斯大學的Camille Parmesan教授表示：“我們都不特別瞭解馬克龍的倡議”，

但她認為這是“極好的， 是對特朗普退出《巴黎協定》的恰當回應。 ” Parmesan教授的研究方向為全球氣候變暖對物種和生態系統的影響， 顯然， 此類項目在美國和英國都將面對資金方面的障礙。 如今， 她已準備在明年秋季加入位於法國慕裡斯的理論和試驗生態學中心， 研究氣候變化引起的動物遷移如何給歐洲帶來疾病隱患。

對Parmesan來說， 150萬歐元的資助可謂“期待已久的機會”， 同時法國還將提供“一些很特別的設備和基礎設施”來支援其工作。

另外一位入選者， 義大利氣候科學家Alessandra Giannini自2003年以來就職于哥倫比亞大學地球學院。 她期待的是“真正能專注于科研的機會”，

而不必為資金糾結。 Giannini教授將加入巴黎的兩間氣象和海洋學實驗室， 她將對熱帶地區氣候變化預測模式中不確定性的相關物理過程進行研究。 在她看來， 前往法國並不是多大的變化， 因為今天的科研已經越來越全球化， 大家從事的也是相近的課題。

西班牙海洋生物學家Núria Teixidó目前是斯坦福大學霍普金斯海洋研究站的訪問學者。 她表示， 法國提供的資金能夠幫助她加強自己的科研獨立性。 加入法國濱海自由城的海洋觀測站後， 她將可以拓展自己的工作， 在海水酸化對海洋生態系統影響研究中加入可能的緩解措施。

當然， 對於入選者來說， 馬克龍的邀請也伴隨著風險。 畢竟如果入駐法國， 他們將不得不放棄終身教職，

而且未來5年的工作細節仍需進一步規劃。 另外， 倘若法國政策有變， 對新的研究領域和設備進行投入， 這些人離開原有職位後有可能面對窘境。 如果他們繼續留在法國， 出資者是否能夠持續提供資助， 也是個問題。

儘管政府層面高調宣傳， 法國科研人員工會則提出了相反意見， 他們在12月11日的公開聲明中表示：

（倡議）純粹是一個外交噱頭， 不會給法國的科研帶來任何額外的幫助。

他們還認為， 那些為外國科學家提供的福利，

是對法國學者的侮辱……他們的貢獻在自己的國家沒有得到應有的回報。

長期以來， 部分法國學術界人士一直呼籲為研究機構提供更多資助， 為年輕學者設立更多永久職位。 由於法國的勞動法所限，

很多青年學者在6年的博士後生涯之後， 不得不離開學術界。

明年春天， 法國將進行第二輪提案評估。 屆時， 德國也將加入倡議， 與法國攜手提供1500萬歐元的資金。 按照目前的勢頭， 法國已經擺出了要應對氣候變化的有力姿態， 用Le Quéré的話說：“這不僅在於研究， 還在於行動。 ”
